The chairman of Citizens Property Insurance Corp., the state's insurer of last resort,
said Thursday that its rates are too low and must increase so private insurers will want to do business in Florida. Meanwhile, sinkhole risk has already caused Citizens to raise its insurance premiums, especially in Pasco County.
