Home construction in October fell 5.6 percent, according to the U.S. Commerce
Department, the biggest amount in seven months and a signal that rising mortgage
rates could be slowing the housing boom. Meanwhile, builders' confidence declined
in November, though a majority remain optimistic about conditions in their market.
